On July 22, 2025, the U.S. House Homeland Security Subcommittee held a hearing titled “Fully Operational: Stuxnet 15 Years Later and the Evolution of Cyber Threats to Critical Infrastructure.” Key witnesses included OT security experts such as Tatyana Bolton, Kim Zetter, Robert Lee, and Nate Gleason. Their testimony reflected on how Stuxnet marked a turning point in cyberwarfare by proving that code could cause physical destruction. Despite this wake-up call, they argued that many industrial control systems in the U.S. remain inadequately protected, with weak asset visibility, limited segmentation, and outdated security practices.

The panel warned that newer threats, including those from state-sponsored groups like Volt Typhoon, continue to target critical infrastructure, emphasizing that progress has been uneven. While the technology to protect OT environments exists, gaps in governance, resource allocation, and coordination still leave many sectors exposed. Witnesses called for better threat intelligence sharing, increased federal funding for OT-specific defenses, and alignment of authorities across agencies to respond to cyber incidents more effectively. The hearing served as a reminder that the foundational vulnerabilities revealed by Stuxnet are still unresolved in too many parts of the infrastructure landscape.
