A new report from ENISA shows that nearly one in five cyberattacks in the European Union over the past year targeted operational technology systems. These attacks primarily affected industrial, transportation, and public service infrastructures, underscoring the rising convergence between IT and OT threats. Many incidents were attributed to hacktivist or state-linked groups that aimed to disrupt operations, damage physical processes, or gain political leverage. The findings highlight how adversaries increasingly exploit vulnerabilities in control networks and connected devices that were never designed with modern cybersecurity standards in mind.
Among the most active threat actors were pro-Russia collectives that focused on European industrial and energy assets. Some groups deployed tailored ICS malware capable of manipulating control commands or wiping system firmware, while others conducted coordinated denial-of-service and defacement campaigns against utilities and public agencies. The report stresses the urgent need for stronger OT network segmentation, real-time monitoring, and incident response collaboration across EU member states to safeguard critical sectors from politically motivated cyber aggression.
