FIRST’s Serge Droz describes the first Swiss Technical Colloquium, “Peak Incident Response,” held during Geneva Cyber Week. The event was created to connect the technical incident-response community with policy-focused audiences such as diplomats, civil society groups, and international cyber-governance organizations. The article emphasizes that while policy discussions often focus on responsible behavior, conflict reduction, and human rights, those conversations need stronger grounding in how the internet actually works and what technical risks affect global infrastructure.
The program focused on issues with international impact, especially DNS, ranging from technical methods for detecting malicious activity to policy questions around using DNS for content moderation. The article also highlights cross-community dialogue, including a conversation between Swiss cyber leadership and UNIDIR, and notes that AI is creating new pressures, such as large volumes of high-quality bug reports overwhelming open-source projects. Droz concludes that the event was valuable but demanding to organize, reflecting a broader lesson that global cooperation often depends on a small number of committed individuals doing the practical work.
