US telecom giants launch C2 ISAC to strengthen cyber intelligence sharing, protect communications infrastructure

In brief

Eight major U.S. communications providers — AT&T, Charter Communications, Comcast, Cox Communications, Lumen Technologies, T-Mobile, Verizon, and Zayo — have launched the Communications Cybersecurity Information Sharing and Analysis Center, or C2 ISAC. The new industry-led nonprofit is designed to improve cyber threat intelligence sharing across the telecom sector, with founding companies represented by their CISOs on the initial board and Valerie Moon named executive director. Unlike the long-running Communications ISAC operated within the federal government under CISA, C2 ISAC is structured as a private-sector organization to encourage more candid discussion and faster coordination among providers.

The launch comes amid heightened concern over telecom-sector intrusions, especially the China-linked Salt Typhoon espionage campaign, which exposed weaknesses in communications infrastructure, lawful intercept systems, routers, and remote management platforms. The article frames C2 ISAC as part of a broader push for real-time coordination, secure-by-design network architecture, and stronger resilience as telecom operators face more persistent nation-state activity and AI-enabled threats. It also notes related international efforts, including 6G security and resilience principles released by governments and industry partners.
