ENISA updates NCSS Interactive Map to track EU cybersecurity progress, build cyber resilience

ENISA recently enhanced its NCSS Interactive Map, a dynamic online tool showcasing how EU Member States are progressing in their national cybersecurity strategies. Launched in early June 2025, the updated map offers visitors a clear, real-time snapshot of each country’s approach to cybersecurity policy, implementation, and collaboration.

At its core, the map breaks down three critical layers:

  • Country View: Lets you dive into each nation’s current cybersecurity strategy, highlighting focus areas, strategic goals, real-world projects, and which organizations—like CSIRTs or innovation hubs—are involved
  • Strategies View: Shows a timeline of key developments—when countries released or updated their plans—allowing easy comparison of how strategies have evolved across the EU
  • Objectives & Implementation Views: Displays the commonly adopted cybersecurity objectives among countries (many in line with the NIS2 Directive) and illustrates how those plans are being translated into real policies and actions on the ground
  • Organisations View: Lists national cybersecurity players—regulatory bodies, CSIRTs, single-point-of-contact offices—helping users see who is responsible for what in each country

In total, the map includes data from 31 countries, 408 organizations, 20 strategic objectives, and over 90 national strategy documents.

ENISA’s aim is to foster transparency, knowledge sharing, and greater alignment with EU-wide frameworks like NIS2. It also encourages cross-border learning and cooperation, making it easier for smaller or less-developed nations to adopt best practices

Behind the scenes, ENISA supports this initiative with its National Capabilities Assessment Framework (NCAF)—a tool introduced in 2022 and currently being updated—which helps countries assess and improve the maturity of their cybersecurity strategies

The timing is strategic. This map update follows the EU’s official Cyber Blueprint, adopted in early June, which sets guidelines for a coordinated response to large-scale cyber incidents. Taken together, the map and the Blueprint create a stronger foundation for Europe’s ability to prepare for, respond to, and recover from major cyber disruptions
